I’m convinced that Pluto has gone down the same path as MD Portals. It’s clear they don’t provide medical treatment and are using TEFCA and Zen Health as a back door into clinical records. Having moved off the Health Gorilla exchange and obfuscated there path to bulk downloads with out ever considering minimal use or ever updating the patient record. Pluto does not treat patients they just steal records
Thanks for the very interesting article. OBO requests can raise significant legal issues for providers that produce PHI in response. If the requestor does not follow the HIPAA definition of Treatment, is a response also a data breach that must be reported?
